                             Notice of Complaint

   A complaint against Keith J. Kulie, initiating a disciplinary
proceeding under 37 C.F.R. 10.134 has been lodged with an
Administrative Law Judge.

   The complaint has been twice mailed in accordance with 37 CFR
10.135(a)(2)(i) and (b) by first-class mail to Mr. Kulie at the address
which Mr. Kulie last provided to the Office of Enrollment and
Discipline, and where mail had last been received on behalf of Mr.
Kulie. The United States Postal Service has been unable to deliver the
complaint. Mr. Kulie is hereby notified that he may obtain a copy of
the complaint upon written request addressed to the Director of
Enrollment and Discipline, OED, P.O. Box 16116, Arlington, VA 22215.
Mr. Kulie is further notified that unless such request is made and an
answer is filed on or before (30 days from the fourth publication of
this notice) it will be presumed that he does not desire to answer the
complaint, and a decision by default may be entered against him.
