The Office of the Chief Administrative Officer (OCAO) is responsible for the overall administrative activities and functions of the USPTO.

Below is a list of our six offices.

Telework Program Office

The Telework Program Office (TPO) coordinates with all USPTO business units to gather and report eligibility and cost benefit data on existing telework programs. TPO frames, guides, supports, and evaluates agency telework pilot initiatives for new programs; develops and updates guiding telework policy for the agency; advises and reports on technology and legislation impacting telework; and models and provides best practices in telework to other government entities.

Records Program Office

The Records Program Office (RPO) provides resources and access for stakeholders to search assigned property rights and offers a suite of tools to facilitate and record the transfer of ownership or change the name on their patent or trademark registration. RPO provides tutorials, webcasts, guides, and customer service support to navigate the process of rights assignment. In addition, the office supports customer requests for certified copies of patent and trademark documents as well as access to the USPTO Systems of Record Notices and services supporting the Paperwork Reduction Act.

Insider Threat Program Office

The Insider Threat Program Office’s mission is to deter, detect, and mitigate insider threats by safeguarding critical assets and information from exploitation, compromise, or any other unauthorized disclosure while ensuring the protection of the Privacy and Civil Liberties of USPTO employees.

CAO Information Technology (IT) Program Office

The CAO IT Program Office serves as the steward for all technical solutions within OCAO, ensuring the effective management and oversight of technology initiatives and systems. The IT Program office develops, implements, maintains, and operates solutions based on business requirements and customer feedback, which aligns with organizational needs and continuous improvement.

Office of Human Resources

The Office of Human Resources (OHR) provides the leadership, policies, programs, services, and systems necessary to meet the human resources requirements of the USPTO workforce.
