Richard D. Miller

Senior Research Economist

Richard Miller is a Senior Research Economist at the United States Patent and Trademark Office. His current projects focus on empirical study of U.S. patent examination data, patent litigation, intellectual property (IP) protection sought by Chinese inventors and firms, and encouraging data-driven policy and program administration. He has provided expert analyses in support of the IP Working Group of the Joint Commission on Commerce and Trade (JCCT), which is a dialogue between representatives of the US and Chinese governments. Dr. Miller has also published journal articles and working papers on patent litigation, Chinese patenting in the US, and patent examination data. Before joining USPTO, Richard worked as an Economist with the Center for Naval Analyses and RTI International, and served as an Associate Dean at Missouri State University’s campus in Dalian, China. Most of his previous work was in the area of health economics. He holds a Ph.D. in Economics from the University of California-Santa Barbara and a B.A. from Cornell University.
