Federal Activities Inventory Reform (FAIR) Act

The FAIR Act was enacted in 1998 to create a process for identifying the functions of the Federal Government that are not inherently governmental functions.  The Act requires that each year Federal agencies produce a list of activities performed by Federal Government sources for the agency that, in the judgment of the agency head, are not inherently governmental in nature.

Past USPTO inventories are provided below; 2009 represents the last year in which the USPTO published an annual inventory.  For more information, please contact the Office of Planning and Budget.
