To file forms with the USPTO, you must use our electronic filing systems: either through the Trademark Electronic Application System (TEAS) or TEAS international (TEASi). However, sometimes they are unavailable due to a systems outage. Usually these outages are resolved quickly, and we recommend that you retry in a couple hours and file your application as normal. Check our Systems Status page for information during outages. To avoid the need to file during an outage entirely, we strongly recommend not waiting until your deadline.
If you have a filing deadline today and can’t file your form through TEASi, please follow the steps below for alternative filing during an outage. If you need to file a document that requires TEAS, please see our general filing during outages page.
Filing an international application
- Download the MM2 form from the WIPO website, located under the "Additional downloadable forms" dropdown, and fill it out carefully. Ensure that the information in it is identical to the information in your basic application or registration. See our tips for filing an international application.
- Open the Petition to Director form in TEAS.
- Enter your basic application serial or registration number in the indicated field.
- Select "Trademark Electronic Application System (TEAS) related issue” as the reason for your petition.
- Attach your completed MM2 form in the "Attachments" section on the Explanation of Filing page.
- Select “Click here to Enter Explanation of Filing.” In the text box, request that the petition fee be applied to the U.S. certification fee for your international application. Indicate whether you prefer to:
- Be contacted to provide the international application fees
- Authorize payment from a USPTO deposit account
- Pay WIPO directly
You will be notified of any certification fee deficiency. - Once the petition is filed, contact the Trademark Assistance Center. Let them know that you filed an international application by petition. Provide the basic application serial or registration number used for filing the petition and request that they notify the petitions office for processing to be expedited.

Filing a subsequent designation
If you’re unable to file a subsequent designation through the USPTO due to a TEASi outage, we recommend you file directly with the International Bureau using eMadrid. Not only is it faster, but you’ll avoid the USPTO transmittal fee.
Responding to a Notice of Irregularity
- Download the Response to Notice of Irregularity form and fill it out carefully. It must include the following:
- WIPO Document ID Number appearing on your Notice of Irregularity
- USPTO Reference Number for your international application
- Your response to the irregularity that addresses all the issues raised in the Notice
- Your email address for acknowledgement - Open the Petition to Director form in TEAS.
- Enter your basic application serial or registration number in the indicated field.
- Select "Trademark Electronic Application System (TEAS) related issue” as the reason for your petition.
- Attach your response to the Notice of Irregularity in the "Attachments" section on the Explanation of Filing page.
a. Select “Click here to Enter Explanation of Filing.” In the text box, request that the petition fee be refunded. - Once the petition is filed, contact the Trademark Assistance Center. Let them know that you filed a response to Notice of Irregularity by petition. Provide the basic application serial or registration number used for filing the petition and request that they notify the petitions office for processing to be expedited.
