Among other responsibilities, the Office of Finance (OF) records and deposits customer fee payments and generates audited financial statements and other financial management reports.

Divisions and programs
The Office of Finance is composed of the following five offices and programs.
Financial Accounting Division
The Financial Accounting Division is responsible for the timely processing of payment transactions to vendors, employees, and other government entities in accordance with the Prompt Payment Act and federal performance guidelines.

Financial Reporting and Analysis Division
The Financial Reporting and Analysis Division is responsible for preparation of the USPTO’s monthly, quarterly, and annual financial statements and reports per the Chief Financial Officers Act and OMB Circular A-136, liaison with the Department of Commerce, Office of Inspector General to conduct the annual financial statement audit, data analytics for fraud mitigation, trend analysis, and decision support, production of the USPTO Agency Financial Report, and review of internal controls in accordance with the Federal Managers Financial Integrity Act and OMB Circular A-123.

Activity Based Information Division
The Activity Based Information (ABI) Division was founded on the Managerial Cost Accounting standards and is responsible for formulating and reporting on operational and performance costs, management of the agency’s ABI program and infrastructure, informing budgeting with regard to cost allocations, generation of data supporting agency fee setting efforts and the USPTO Annual Performance Plan and Annual Performance Report and Agency Financial Report, and the conduct of ad hoc cost studies for agency decision-making purposes and in response to congressional and other external inquiries.

Enterprise Risk Management
The Enterprise Risk Management program provides a systematic, disciplined assessment of agency-wide risks to inform the USPTO's decision-making in effectively supporting the allocation of capital and the strategic deployment of resources.
