The mission of the Office of the Chief Financial Officer (OCFO) is to deliver cost-effective, data-driven, customer-centric business solutions to the USPTO. 

The OCFO oversees USPTO’s financial management, advising the Under Secretary and Director on planning, budgetary, financial, and procurement matters. The OCFO also oversees implementation of and compliance with all federal laws and regulations pertaining to financial management, including the preparation of the USPTOs audited financial statements, financial management systems, and the planning and reporting of performance measures.

The OCFO delivers these mission-enabling services through the people and capabilities in its five offices:

Office of Finance

Among other functions, the Office of Finance records and deposits customer fee payments, pays vendor invoices, and prepares audited financial statements and other financial management reports.

Office of Financial Management Systems

The Office of Financial Management Systems uses agile product delivery teams to develop and operate modern, cloud-based IT solutions for the entire financial life cycle.

Office of Planning and Budget

The Office of Planning and Budget manages the USPTO’s annual budget—financed through user fees—and estimates current and future year fee collections to achieve optimal performance across all agency business units.

Office of Procurement

The Office of Procurement awards and administers a variety of contracts and simplified purchases for the acquisition of goods and services in support of the USPTO mission.

Office of the Chief Data Officer

The Office of the Chief Data Officer is responsible for developing USPTO’s capacity to share, curate, catalog, and govern agency data.
